The role and duties of a Seventy have gone through a lot of changes from the early days of Mormonism. It was originally used for men who went out and preached the Gospel.
After the Mormons settled in Utah and got established, the role of the Seventy started to change.
The role continued to evolve and they were no longer required to preach the gospel abroad, but told to prepare to do so in the future.
Seventies were called from the ranks of Elders. Once selected, they were approved by the area leadership and sustained by a vote of the area membership.
