The Council of the Twelve has the responsibility of directing patriarchs in the Church. This is one of the most difficult offices to fill in the Church because in order to serve effectively as a patriarch, a man must have the spirit of blessing, which means he must live so close to the Lord that the Lord can speak through him and he can utter the words of the Lord on the heads of those who come for blessings.
