John Taylor (third prophet):
It is not always wisdom to appoint the highest [priesthood] officer in a branch to preside. It frequently happens that a priest or teacher is more competent to preside over a branch than an elder; and it is the privilege of the president of the conference to appoint such to preside, with the consent of the church, according to the regulations of the Doctrine and Covenants; and, if he is a man full of the Holy Ghost, he will be able to select such as are most competent.
