Declaration of New Sovereign
Hear ye one, hear ye all!
By declaration of the Council of Elders, proven by the Regalia of King Kiger the Great, and commissioned to the land of Pentere now and forevermore, our new Sovereign, Lady Brythe, lost daughter of King Karassmus, shall heretofore ascend to the Throne of Pentere.
Rejoice citizens! Our troubled times are now passed.
Royal Decree
Hear ye one, hear ye all!
By Royal Decree of Her Majesty, Lady Brythe, and the Council of Elders, the following Pact of Emancipation shall heretofore be enacted:
The Provisional Government shall now be dissolved. All executive control is hereby rightfully relinquished to Lady Brythe.
A Forum shall be built for social, political, and economic debates relevant to the Land.
Forum debates shall be moderated by an elected Forum Speaker.
Each citizen, regardless of class and status, will receive one vote.
The Forum Speaker will also on the Council of the Elders, hereby raising the members of the Council of Elders to nine.
A Ministry of Commerce shall now be enacted.
The current tax rate shall be halved.
Any merchant, tradesmen, or service provider found guilty of price gouging, racketeering, corruption, or fraud shall be punished.
Noble houses guilty of treasonous mercenary activities shall by absolved and the offending parties shall be punished.
Sorcery, heresy, and free-speaking are no longer punishable offenses. Political prisoners of these acts shall now be freed.

Laws of Bilton - City Districts
given by Kiger the Second's Lord High Marshall, Faulk Ramsblood
The city of Bilton shall be segmented into three districts:
The Commoner's Quarter
The Merchant's Quarter
The Noble's Quarter
Each quarter shall be separated by a wall to be patrolled by members of the City Guard. At gates between quarters, guards shall always be posted, checking for travel passes.
In order to move from one quarter to the other, the citizen must possess the appropriated pass. The pass will be similar to the pass that is required to enter Bilton. Each pass will be a separate color for the separate quarters. The colors shall be:
WHITE is the "peasant's pass" for the Commoner's Quarter
GREEN is the "merchant's pass" for he Merchant's Quarter
BLUE is the "noble's pass" for the Noble's Quarter
Access to quarters will be denied to those without the proper identification. Citizens and visitors should always carry their identification on their person, for the City Guard may call for a spot check at any time.
Failure to present the proper pass will result in excusal from the quarter and perhaps all of Bilton as well.
Repeat offenders, those that gain access magically without registering themselves with the Guard, and those that are belligerent, uncooperative, or lawless may be fined, imprisoned, or removed from the city limits by force.
Applications for receiving passes must first be approved by the Lord High Controller, the Lord High Engineer, and then the office of the Lord High Marshall. A nominal fee for processing may be required.
Applications without imperative need will not be granted.
These Laws are to be enacted immediately.

Laws of Pentere - Taxes
given by Kiger the Second's Lord High Marshall, Faulk Ramsblood
By the order of King Kiger the Second, the following Tax Laws shall hereby be enacted:
Taxes for all citizens are to be paid to the Lord High Treasurer on the first Monday of each new season.
Taxable articles shall include personal property, land holdings, and any other items deemed taxable by the Sovereign, the Council of Elders, or the Lord High Treasurer.
Taxes will be levied for use in public works (including sanitation, transportation, entertainment, and Royal Archives and Library maintenance), support of the standing army, the Bilton City Guard, and the Watchriders, upkeep of the Palace and the Royal Family, and salaries of the Council of Elders and the Lord High Officers.
In seasons of monetary need (such as war, expansion, or trade imbalance), the Sovereign, the Council of Elders, or the Lord High Treasurer may call for additional levies to pay for excess expenses. Likewise, in seasons of particular hardship, the tax load may be lessened by the Sovereign alone.
No citizen, save the Sovereign and the Sovereign's family, is exempt from taxation. Failure to pay taxes will result in Contempt for the Sovereign.
Tributes to the Sovereign or the Royal Coffers may aid in reducing tax debt at the discretion of the Lord High Treasurer.
Failure to pay proper taxes will result in being held in Contempt of the Sovereign.
These Laws are to be enacted immediately.

Laws of Pentere - the Eight Rights of Pentere
given by Kiger the Second's Lord High Marshall, Faulk Ramsblood
By the order of King Kiger the Second, the following rights shall hereby be enacted upon the people of Pentere:
Contempt for the Sovereign, or disobeying these Rights is considered treasonous, and therefore punishable by death.
Citizens shall have opportunity to protect their lives, their freedoms, and a reasonable amount of personal happiness.
Citizens are permitted private ownership.
Citizens shall be afforded protection of personal freedoms and personal properties by the Sovereign.
A standing army shall be kept to deal with threats from the enemies of Pentere.
A city guard and watch shall be kept for internal policing.
The roads of the Pentere will be protected by the Watchriders.
The State retains the right of imminent domain: the State may seize any property at any time in the name of the Sovereign.
Citizens have the right to assembly.
Each town in the Land shall have an open square for the airing of grievances of a personal or public nature.
Each town's acting Royal Retainer shall enact justice based upon prescriptions of the Sovereign and the Council of Elders.
Citizens accused of crimes will have a right to a trial by the Royal Provincial Magistrate of their region. The Magistrate's decisions are final and immutable on the authority of the Council of Elders.
Slavery is not permitted by Royal Order. Those found guilty of slavery will be found in Contempt of the Sovereign.
In the event of an armed assault by the enemies of Pentere against the Land, conscription of the lower classes may be called for.
Any citizen called for conscription must heed the request, lest they be held in Contempt of the Sovereign.
Once conscribed, this skirmisher army is under the direct command of the acting Lord High Field Marshall.
Disobeyance of the Lord High Marshall is an act of Contempt of the Sovereign.
These rights are to be enacted immediately.

Laws of Pentere - Council of Elders
given by Kiger the Second's Lord High Marshall, Faulk Ramsblood
By the order of King Kiger the Second, the following provisions of law shall hereby be enacted:
The land of Pentere shall be governed by the holder of the Royal Regalia of King Kiger the Great
The Sovereign shall be advised by a Council of Elders. The Council of Elders will consist of eight members:
Three seats will, like the Sovereign, be filled with line descendants of the first advisors of King Kiger the Great. The family seats will be from:
House Draco (from the lines of Linneas Draco, advisor to Kiger the Great)
House Kinston (from the lines of Tal Kinston, advisor to Kiger the Great)
House Winter (from the lines of Vashalia Winter, advisor of Kiger the Great)
Three seats will be by appointment of the Sovereign.
One seat will be a representative of the noble houses, voted in with each house having one vote.
One seat will be voted in by trade guilds as a representative of mercantile interests.
Once elected or chosen to become an member of the Council of Elders, the individual remains a member until death or until willful abdication.
The Lord High Chamberlain, appointed by the Sovereign, is liaison between the Council of Elders and the Sovereign.
The Council of Elders are responsible for advising the Sovereign, determining internal policy (including tax rates, expenditures, budgets, etc.), and managing the Royal Retainers, the Lord High Officers, and the internal governing structures.
On policy votes (cast by secret ballot at first), the Council of Elders must reach majority decision. Tie votes are decided by the Lord High Chamberlain.
The Sovereign retains the following rights:
He may override any policy decision of the Council of Elders.
He will retain control over internal, external, and secret military forces.
The Sovereign will always make all foreign policy decisions. He may be advised by the Council of Elders, but they can not make any decisions.
The Council of Elders must allow themselves to be under constant surveillance by means of the Royal Regalia. This ensures their loyalty to the Sovereign and Pentere.
These provisions are to be enacted immediately.

Laws of Pentere - The Regalia of Kiger the Great
given by Kiger the Second's Lord High Marshall, Faulk Ramsblood
By the order of King Kiger the Second, the following Laws regarding the Royal Regalia shall hereby be enacted:
The Regalia is made up of three pieces: a Crown, an Orb, and a Scepter.
All three pieces of the Regalia can only be held by the True Heir.
The True Heir, by right and by law, must ascend to the Sovereignty.
If no True Heir lives and the current Sovereign has not decreed one, the Council of Elders may elect one to the position.
The Regalia allows the Sovereign to ordain three retainers to become members of the Council of Elders.
The Regalia allows the Sovereign to know the whereabouts of each member of the Council of Elders at any time.
The Regalia will sit with the Sovereign, even after death, until the next Sovereign is properly placed upon the throne.
These Laws are to be heeded immediately.

Laws of Pentere - Guilds
given by Kiger the Second's Lord High Marshall, Faulk Ramsblood
By order of King Kiger the Second, the following Laws shall hereby be enacted:
Legal guilds include craft, service, and performance guilds, as well as any other guild deemed necessary by either the Sovereign or the Council of Elders.
An organization can achieve guild status by petitioning for Royal Charter through the Lord High Controller in the City of Bilton.
Charters may be revoked by Royal Order at any time.
A Guild Tax will be payable to the Royal Court on the first day of Spring and Fall.
A city may require additional charters to operate within the city walls or within a league of the city gates. The cities will have separate Guild taxes.
Dues for Guild members will be regulated by the Lord High Controller. They should not be exorbitant nor insignificant. A just and fair system of dues will be negotiated by the guild leader and the Lord High Controller.
Guilds may be called for service to support the Royal Court at normal costs. However, prompt, excellent service will be favorably rewarded.
Should a time come when the merchant member of the Council of Elders should die or step down, a new member must be elected.
Each guild must select a Guild Leader. The guild must decide on its own process of selection.
Each Guild Leader will have one vote in electing a representative for the Council.
In such a case when the vote is tied, the Sovereign will be permitted to break the tie.
Thieves guilds, or any other guild not given express charter by the Royal Court is hereby illegal. Any such guild operating within Pentere borders shall face the fullest extent of Royal Law. All members of such illegal guilds may be guilty of Contempt of the Sovereign.
