Dream On...
As you might already know, the Dreamer's Guild went out of business while making the game, and towards the end they just had to release it quickly in order for it to be released at all.
Therefore, alot of things were missed, un-finished, left half done. There are a few things I picked up, broken pieces of something that could have been complete, but now only a dream...

I think he should have had some use in the game, but I dont know if that use was ever implied in the game...
Maybe you're suppose to give a certain item, yet he gives no such indication.

Regalia Quest
Read about this quest in the Law section, and in the History section.

With all that evil going on in Bilton, its almost 100% safe to say they intended to make a quest out of restoring order in Bilton.
Books claim you need to give the crown to the rightfull ruler.

 | The Spectre... never found one in the game, unless you use the Unltimate Cheat (Information Center Section - Cheats) and get the Special Tools bag. Inside it is a Spectre! Can it be found in the game? |
Now that you have all 3, what can you do with them? Maybe the King and Queen need to be awakened? What can you do with the Red Rose? maybe put it on their graves? but nothing happends... Now, 2 Urns can be found in Castle Jovanac (05) maybe for the king and queen? So all the evidence show us this was a quest that sadly was never finished. And speaking of Castle Jovanac, also, like KIA said in the primary solve, there seems to be something else missing. Some sort of quest, maybe with the Urns, to release the Undead, who knows?
Padavis Rats Quest

Killing all the Rats doesn't seem to make any difference.
You can find out who is behind the whole scam in Bilton, and have real facts!
But then when you take the scrolls with the proof and give them to Jar dighton, and he won't take them! Arggg!
Island of Ione
Island of Ione... the legendary Island.
The island where you are suppose to find the 3rd lost key. (read in Myths and Legends section, The Three Keys)
Probably the second key as well.
"Found by the Mage Ratom in the land Ione that once sat in Farr's northeast corner,
the key first manifested itself as a bag capable of holding its own weight one million times over."
What northeast corner?
I will now quote Joe Pearce: "In Halls of the Dead, my programming work was mainly on the Island of Ione,
which sadly was never released with the game"
Well there you have it from one of the game's main programmers, an entire island is missing from the game... so sad!

(NorthEast Corner) Seems like they took a small part of the never-finished Island and put it there as a reminder. And KIA in there as well, too bad he doesn't say anything...
Did you liked the Overworld? I know I did, and that was only the first key!
And we can know for sure the 3rd is lost in that island, and the 2nd, I never found it, please let me know if you do.

Basket Case
You can go to a nice old called Vankam. (42)
Her Basket was stolen.
Aha! you can find it just to the north, in an abandoned house (38).
But when you give it to her she says "Why would I want that?"
Too bad :(

Tell me if you know something that I don't, or you have an idea of a non-finished quest.
Take some time to read in the Library, maybe you'll match a couple of things together, I dont know. These little quests they missed, thats such a shame. Little side quests such as that damn basket can make a game so much better.
Ultima VII - The Black Gate is my all times favorite game for a reason, it had so many side quests to complete. This game did remind me of Ultima VII, and I loved playing it, or I wouldn't have gone through all this effort of making this site. But lets face it, its very clear that this game was never finished. The speech in this game is for no good, there are no real conversations, repeating texts... It could have been much more ofcourse, and should have. One day, we (the fans), can maybe continue and finish what the Dreamers started.
